Please be advised that the Santos Port Authority has established requirements regarding the submission of information and documentation for the loading, discharge and transit of dangerous goods, through the Porto Sem Papel (PSP) system, in accordance with NAP.SUMAS.OPR.011, dated 30 June 2022.
In order to avoid delays in the vessel’s berthing and/or cargo operations, please ensure that the following requirements are strictly observed:
1. Dangerous Goods Information
All dangerous goods carried on board the vessel, whether intended for discharge or transit, as well as any dangerous goods planned for loading, must be properly declared in the corresponding fields of the PSP system.
The information must include, as applicable:
- Proper Shipping Name (PSN);
- IMDG Class/Division;
- UN Number;
- Packing Group;
- Flash Point and, when applicable, Emergency Control Temperature;
- Quantity and type of packaging;
- Net weight in kilograms;
- Marine Pollutant indication; and
- Location of the dangerous goods on board.
2. Mandatory Documentation
The following documents must also be uploaded to the appropriate fields in the PSP system:
- SDS/MSDS/FISPQ – in Portuguese, English or Spanish;
- IMO Dangerous Goods Declaration, in accordance with applicable requirements;
- DFPC Traffic Guide for Class 1 cargo, when applicable; and
- Radioactive material transport documentation for Class 7 cargo, when applicable.
Please note that the SDS/MSDS/FISPQ must clearly identify the manufacturer and emergency contact details, including telephone number. Documents without this information will not be accepted.
3. Mandatory Deadlines
The information and documentation must be submitted within the following minimum timeframes:
- Dangerous goods for discharge and/or transit: at least 24 hours prior to the vessel’s arrival at the Port of Santos.
- Dangerous goods for loading: at least 48 hours prior to loading, regardless of whether the vessel is already berthed.
- Additional dangerous goods to be loaded after berthing: a new/additional Operational Risk Approval must be requested through the PSP system at least 48 hours in advance.
4. Berthing and Operational Risk Approval
Please be advised that the vessel’s berthing and cargo operations are subject to the issuance of the Operational Risk Approval (Anuência de Risco Operacional) through the PSP system.
This approval is dependent on the correct and complete submission of all required information and documentation concerning dangerous goods declared by all agencies involved in the vessel’s DUV.
Any changes to the dangerous goods information after approval has been granted may require a new Risk Approval prior to berthing or an additional Operational Risk Approval if the vessel is already berthed.
5. Changes, Incidents or Abnormalities
Any incident or abnormality involving dangerous goods during the voyage, including but not limited to leakage, spillage, opening of pressure relief valves, broken seals, temperature exceeding safety control limits or cargo damage, must be reported through the appropriate PSP fields.
If such an occurrence takes place during the voyage, it must be reported before the vessel arrives at Santos Port.
Any occurrence taking place at anchorage or after berthing must be reported as soon as possible through the PSP system and immediately communicated by telephone to the Port Authority’s emergency channels.
6. Important Operational Notice
Please ensure that all dangerous goods information and supporting documentation are provided to the local agent well in advance of the vessel’s arrival, allowing sufficient time for submission and analysis through the PSP system.
Incomplete, incorrect or late submission may result in requirements for correction/additional information and may consequently affect the issuance of the Operational Risk Approval and, therefore, the vessel’s berthing and/or cargo operations.
The Santos Port Authority may also take administrative measures in case of non-compliance, including the referral of the matter to ANTAQ for the applicable sanctions.
We kindly request Masters, Owners, Operators and all parties involved to ensure strict compliance with the above requirements and to provide the local agent with the complete and accurate dangerous goods information and documentation within the applicable deadlines.
